Well it depends on what the problem is. A lot of the times it does fix it though. Most of the time I have received that it seemed like the arplugin server was running high for some reason and stopping the process and letting it restart fixed the issue.

I assume that the behaviour is similar on *nix systems. Right-click on the specific service and select properties. Then go to the tab marked "Recovery."
