If I understand the issue correctly you would need an active link on the form which contains the CI View that fires on event.
If your config.xml file contains: <menuitem id="MNU_ID1" textid="48173" text="item1" action="CIRV_NOTIFY_AR"/> When you click this item in the menu it will throw the event MNU_ID1. If you have the activelink configured to fire for this event it should perform any action you would like.
