Brian, The ability to monitor ITSM application user licenses is not included with the OOTB products until version 7.x. That being said, what I did to estimate the usage was too create a form which collected the users who submitted of modified a HPD:HelpDesk request. I then created a flashboard to show me the count that had occurred in the last hour.
The main flaw in this logic is that this only account for the main Help Desk form and did not account for any of the other forms which are a part of this application. I hope this helps.
