The pluginsvr file was the key. I hd checked the ar.cfg and thought I had 
checked the pluginsvr_cfg, but when I checked it again this morning, there was 
9999 right there. Its off and running now - thanks, all!

Do not confuse the settings for BMC Remedy AR System Java plug-in server
with the BMC Remedy AR System server plug-in TCP port.

2 After saving the changes to the two files, restart the BMC Remedy AR
System server.
