If you have archived an incident it will be moved to another form called incidents- archive, try searching in this form.

If the attachments were stored in HPD:Attachments or HPD:WorkLog (Depending on ITSM version) and you specifically did not archive these along with the main incidents, then I suspect that OOB workflow will have deleted these entries...
