According to support, "The Asset Software Usage plugin is dependent on the BCAC (BMC Configuration Automation for Clients) Federated Data Class (BCAC_SoftwareUsage). For the 7.6 release this federated class will be used as the only data source provider of software usage. If you do not use BCAC the AST:ConfigUsageProvider form will not hold any data, which causes the plugin to report an erroneous error."

So that didn't work. Next I looked on the BMC.CORE:BMC_BaseElement form for the _Integration_ID field and was not able to find it. Shocking, I know. So what does this all mean. I still can't add assets because I get a ARERR [8760] Cannot establish a network connection to the AR System Plug-In server : BMC.FILTERAPI.NORM.ENGINE error.
