Is it set to email, though?  Mine was set to Alert (which no one is using).

Do you have a record in the NTE:CFG-Notification Events form with Notification 
Event Type = "System", Module Name = "Incident" and Notification Event = 
"Assignment"? Are the Group Notifications set to Yes? That should be the NTE 
CFG record for incident notification.

Just rolled this version out live for the company and group notifications for 
incident records are not triggering.
Notifications are not being sent when an Incident is assigned to a Group. 
Notifications are sent when an Incident is assigned to an individual. 
Notifications are sent for Tasks and Changes being assigned to a group but I 
cannot find a configuration to ensure that Group Notifications fire for 
incidents.
Amazingly this is a major issue.
