Do you have a Preference Server defined in the Mid-Tier configuration (on the General Settings page of http://<mid_tier_server>/arsys/shared/config/config.jsp)?
If you define a preference server in the Mid-Tier Configuration then it will use the data in the AR System User Preference form for the user logging in. If you don't have the Mid-Tier set for a preference server then the form data will not be used.
