I'm wondering if the problem isn't that Websphere won't restart, but the Midtier web application won't restart. The former should involve restarting the JVM, which I suspect works, and the latter means restarting the Midtier web application, which probably doesn't work due to the use of native libraries.
I don't understand why BMC still use the Midtier libraries for the AR API. I looked into the requirement for them to be present and, the last time I checked, it boiled down to the code that checks the Midtier configuration password. It's such a shame given the great work put into getting rid of the native libraries through building a pure Java API (in version 7.5).
