I have had a similar issue, slightly different from yours. The only way I could get it to work was to delete the forms from the target server. This might not be feasible for you if you have data in those forms. You could test with deleting a single form and then re-importing your definitions.

Background: All UPGRADED systems were from 7.1p6 to 7.6.04SP1, and Oracle 10g to 11g. All NEW systems are 7.6.04SP1 with Oracle 11g. All systems are Solaris 10 for AR and Oracle.
