We have seen previously in IE if you just click delete in internet options 
for deleting cache, it won't always work.
The consistent solution is actually to go to the folder where temporary 
files are stored(click view files in ie options window) and then select all 
the file or just remedy midtier related files and then  delete 
them manually.
The path is something like this: 
C:\Users\xyz\AppData\Local\Microsoft\Windows\Temporary Internet Files
