The URL on the WSDL tab is only used to show the WSDL when you hit the "View WSDL" button. It has nothing to do with the actual abilities of the service (as that is all dynamic from the Mid-Tier server as the request to pull it is made).
If you really want to save it without the <midtier_server> did you hit the "View WSDL" button?
