If this is a front end form that users really need to interact with and it part 
of a normal business process in the use of the application you need to open an 
issue with BMC.
Your options are:
1. change the apache settings to interpret the / encoding.
2. create a custom view of the schema and name it what you want to avoid the / 
in the name.
3. rename the existing schema to remove the / in the name.

If this is a backend form that is not meant to be part of approved user facing 
operations then BMC is unlikely to do anything in the near term to help you.
