I don't have a good answer either, but we do something like this, although completely custom. Basically, we have a form in SRM for software requests, that create Work Orders. Based off of values in the fields of the Work Order template, I have the things I need to 1) create the Product CI record for the application, then build the relationship to 2) the PC it will be installed on, and 3) the user entitled to it (Used By.) I didn't actually build that part of the code, so while I'm familiar with it, I don't recall all the details since it's been a while since I have reviewed it. Still, since CIs are always going to be created manually to some degree, I think your request makes sense.

One thought that does occur to me is that I could set up a 'template' dataset, put in these configurations as CIs and relationships, and then when I wanted to create one, have a reconcile job that merges but does not delete the 'template' CI/relationships.
