I'm assuming my workflow works, because it works in the User Tool just
fine.  I also run the report in CR Developer and it works just fine
(invoking the ODBC Client).

I even took an out of the box .rpt that BMC uses and connected it to my
form in CR Developer, deleted all the fields, added one of my field from
my form,  added it to my record in the Report form and it's still giving
me this error as though I need a Crystal Report server location from
report settings configuration page.  

Thank you for answering my main question though.  It SHOULD work
(without a CR Server), and that's what I wanted to make sure.  

I even took another out of the box .rpt file, created a query on one of
the fields and ran the report, invoking the ODBC client and I typed in
MY credentials.  Saved the report and readded it back to the CI Ticket
record on the Report form.  Works just fine.  

Must be my workflow.  If anyone has any other things I should look into,
I'd appreciate it!

As long as the .rpt report is defined correctly in Remedy and has
appropriate w/f flow to trigger it and provide it the data then you do
not need to have Crystal Reports Server. Remedy itself will handle the
invocation and display.

Have you checked that the report works external to Remedy using the CR
developer to run it? Note the report must be configured to run against
the OBDC Client.

Lisa if you have Crystal reports server on your PC then your midtier can
use it you just need to install a midtier portion on your Crystal
reports server and it will  show, However I have a sneaking suspicion
that you actually have Chris or reports developer on your PC and not
Krista reports server which is like the $14,000 version so just check
that
