Can you please list the values of "Approval-Server-Suspended" entry from all the 4 ar.cfg file? Also, can you pl let me know the AR version?
As part of the approval server architecture, only one approval server is in the running state and the rest all are in suspended mode. So your understanding about active approval server is correct. However, this should not create any issues for change approvals.
