Check Services and see if the ARSystem service is starting. If not, try kicking it off yourself and see if the installer sees it when it is up and continues.

All goes well until the install gets to the “Post Upgrade Extractor” screen where it shows a progress bar for “Starting AR System Server Services…” where it looks like it’s hung – the Progress bar hasn’t moved in an hour.
