A couple of more questions:
- Have you tried requesting the plugin directly (via the browser or
curl)?
- Did you make sure that the repository the plugin is deployed to is
configured to use a unique snapshot policy (see
http://wiki.jfrog.org/confluence/display/RTF/Local+Repositories)?
- Have you tried resolving directly from the local repository the
snapshots are deployed to?
- Have you tried purging the plugin's maven metadata from your local m2
cache?
