Noam, thanks you for your time and commitment. I found the issue.
As i told you, when maven tries to resolve snapshot version of plugins,
it fails if mirrors are used. But we have checked that when the mirror
is disabled and a repository is set instead of the mirror overriding
central and snapshot repositories, it works. Seems that there is a issue
when resolving snapshot versions if there is a mirror set.
