Did you change the location of your Artifactory server from the time it was
initially configured in Jenkins? If so, try to reconfigure it.
Try hitting it directly from the same machine Jenkins runs on (same host
according to the log?):
curl -uadmin:password
http://localhost:8081/artifactory/api/repositories?type=local
You should be getting back a json with a list of repos, which is what the
plugin is trying to do.
It may also be that Artifactory is not bound to listen on the ip of
localhost, but on another ip address.
