The OSS audio support in artsd (kdelibs/arts/flow/audioiooss.cc) is disabled
at compile time if it doesn't find the file /usr/include/sys/soundcard.h.
This is because it needs that file to compile.
It seems that the RH6.1 binary packages were built without that file being
present, and thus the artsd OSS audio support isn't compiled in. The problem
can only be fixed by rebuilding from source.
As for ALSA, similar compile-time checks are done (about libasound).
I've just sent a mail to Bero (who does the RedHat binary packages).
