What's the Big Deal about Lights Anyway? `"…because the idea sucks.
certain towns to the south of us, …have gazebos.  why does asbury park

Great question; `cause the point here ought to be "what's important
and who's in charge?"  I suspect that council and or the historic
board decided they'd have an input into the lights and benches so as
to appear proactive (their version of fiddling while Rome burns); I
certainly recall council talking about `choosing' lights and benches.
 Of course with this council, having the right to choose doesn't mean
they'd exercise that power.  

As to the gazebos, with the dim witted negotiations council employed
with The Fish; this reads like a face saving measure to make it appear
the city would get `something' in exchange for gifting the triangle to
their favorite son Larry.
