Great question; `cause the point here ought to be "what's important and who's in charge?" I suspect that council and or the historic board decided they'd have an input into the lights and benches so as to appear proactive (their version of fiddling while Rome burns); I certainly recall council talking about `choosing' lights and benches. Of course with this council, having the right to choose doesn't mean they'd exercise that power.
