Government may define but common usage rules.  That earlier bit of
trivia's a prime example; obviously Tinton Falls, Ocean, Manalapan and
wherever you live are suburban despite their populations.  

It's a housing/density thing.  A critical characteristic of Asbury
that, despite its small population, that makes it urban is the feel of
the Cookman, Mattison and Main section.  Another is the feeling you
get walking the boardwalk, seeing how cleverly the major buildings
anchor and frame the area.  As one moves away from these areas there's
a resemblance to parts of Belmar, Bradley, Loch Arbour, etc.; while I
don't think these areas are equivalent to the mess that is today's
suburbia, I'm sure any source would describe them thus.
