Funny how some more REAL developers (a guy that tell a hammer from a 
screwdriver) in Long Branch chugged along regardless of lawsuits. 
Ugly as it may be, you see the words SOLD OUT. The beachfront is 
generating tax dollars and long branch has a slew of new schools. 

Go to Hollywood Beach Florida, where a major redevelopment effort  - 
with PRIVATE $ battling for oceanfront land. Start here (if you could 
start over)

Adopted in 1997, The Hollywood Beach Community Redevelopment 
Plan "provides the strategy for investing in public improvements and 
programs that will act as a catalyst for private investment and 
redevelopment in Hollywood Beach."

People are actually living. with ocean views, paying taxes, in this 
plan.

In reading through many eminent domain articles etc - one point stood 
out - a snippet  "...combined with limited funding for infrastructure 
and tourism programs, have led to a decline that is apparent both in 
the local economy and in residents' quality of life."

SO WHO IS TO BLAME FOR THE BLIGHT?
a) Home or business owner
b) Government with no control (or $ to control a problem)
SO WHAT INCENTIVE IS THERE - developers/investors can be the cause of 
blight themselves, as in the case of AP PARTNERS. Failure to develop, 
to cause tax revenues, extends the life of "blight".

Giving somone 30 years to develop (have the option to) extends 
blight, the town suffers as do the REAL PROPERTY OWNERS.

No where in the Hollywood FL redevelopment plan did they award one co 
the entire rights. They are however, participating in eminent domain 
proceedings. Most of those who sold, sold out very, very well.
