Nothing trumps federal jurisdiction. It is irrelevant whether the 
contract was valid or not. If it were not valid, then the asset was 
worth nothing. The City moved too late to invalidate the contract. 
Consideration doesn't have to be money it can be a benefit, such as 
redeveloping the area.
