I'm not familiar with all the properties in this district, the status 
of the ownership, etc. But in general, as a layman, I don't understand 
why it's necessary to announce this intention upfront. Doesn't a 
government body always have the option to resort to eminent domain if 
the situation warrants it? This trumpeting has been used in the past 
ass the first step in a process that usually strips landowners of their 
normal rights and access to current market values for their land.
