Frank it looks to me like the Monmouth County numbers are empirical 
evidence that the middle school format isn't working anywhere.  You 
should print those numbers and use them the next time you try to 
tackle the problem.

AP Middle school isn't that old of an experiment.  It opened when I 
was in school (unless that means I'm getting old).
