Maybe if residents of AP paid 85% of the schools operating budget, then 
there would be an uprising. That's why people are concerned in non-
abbott districts - we fund our own schools and those of the abbotts.

But given the fact that the state pays 85% of it or more - what's the 
real concern? 

Tommy - for now, give me an example of how getting those kids (whose 
parents are looking for a better education and safer) back into AP over 
the next 4 years will improve the education for the rest?
