They may have had a clue, but didn't give a sh*t. They have the golden
goose by the neck for 25 years and they paid so little. Only when the
council FINALLY put pressure on them did they get desperate. They know
they are now looking down the barrel. So perhaps you're right, they
didn't have a clue.
