I cant even get a copy of the "current" plan and agreement, they have
been removed from the web site. I guess someone could buy them from
the City.

As to private intrusions into public space - that is an ongoing
problem that I have commented upon frequently. No end in sight, its
the wild East, do what ever you want, just to do something, mentality.
