As I teacher, I've always been advised by my administrators that the  
district was responsible for basic supplies for all students.
 
Most students came with their own, but by law we had to provide for those  
who could not. In individual budgets allocated to each teacher, paper, pencils, 
 
pens, etc. were the first items we had to allocate for.  If we had left  over 
inventory from the previous year, then we could spend more on items like  
newspaper subscriptions, AV materials etc for our own students.
 
As a side issue, private companies like Pepsi, Nike, et al. would also  
deliver, gratis, huge amounts of school supplies with their logos;  however, I 
went 
out of my way to make sure no brand names made it into my  classroom.

for the children---I do agree our children should have access to  computers, 
books, and whatever else is necessary ---but I do remember when I  attended 
school umpteen years ago this was not supplied.  We got sneakers  from shoprite 
and 2 guys was the back to school store although you did  not want your 
friends seeing you shop there.
 
But since the children have no say so over what is purchased with state  
money, we are trying to help them not sweat the small stuff!!!

This is a great  project - HOWEVER, I thought that the $85millon in 
state aid/Abbott $ buys  these materials.
