Because the city announced that parking is currently free.
The city also has  completely dropped the ball on public awareness of this 
issue.
No signs and little PR.
Why should people mistakenly pay for something that is supposed to be free at 
the 
moment?
Just taking their money because people make the mistake of paying is really 
shady.
