Oak, a lot of these programs are only available in the poorest areas, so again you are still talking about the concentration of poverty/segregation. Here is the head start for Bergen County, it is in a couple of spots, none in the Northern part of the county and it runs from 845-345. That does not cover a lot of time for employment.
