for awhile there, wasn't it reversed and there were no fees or they were 
substantially lowered? I don't remember the specifics (or I never knew) of the 
case or what year it was. I'd love to reach up on it. In New York City, all the 
beaches are free (and there *are* beaches at Coney Island and Brighton Beach, 
among others) that people swim in and boardwalks walked on. Of course, I am a 
fan of the Asbury Park and surrounding area's beaches and boardwalk.
