What's the point of empty parking spaces when nobody fills them also?
What's the value of an empty street like the current Mattison?
Like I said, they should have just started with Cookman, looked at how it 
worked out, and expanded paid parking from there. I think lot's of people 
would've found that to be a better thought out solution.
