I get that part.

When the user cycles threw the database to bring up a driver's info(Certification) 
using ado function page I created.  His info is pulled from a database his info is 
also loaded into an FDF  and the PDF template is copied  and renamed to his Drivers 
License number and put into a temp folder then page redirects to the form page to show 
the client the info they asked for, here there is a button they can click to either 
load the pdf into a browser window or download if there browser can't load it. Before 
this redirect there is no way to make the client start downloading this PDF without 
his knowing. I am curious because at this point the server is sending info  to the 
client and I know that at this point I can ask the user if he or she wants to download 
something. I was kind of hoping not to bother the user with this download popup. But I 
kind of understand that I would be peeved if a website forced something on my computer 
without my knowledge.  I was going to make the site run on PDF Forms but I found them 
way to slow and bulky.(My Forms Have between 36 fields and 69 fields.) 

    Just so you guys know the company I am doing this for is nonprofit(And I am making 
0$ for my hard work here. It is my first big project out of school and will look nice 
on my resume.) and what they do is keep track of Truckers who haul oil and other 
hazardous products and we put up stats on the web to show how clean the big oil 
companies run. We also keep track of drivers. Companies hiring Drivers can pull 
Drivers Performance stats from us to see if they are good or bad. This helps keep the 
world a Greener place.

Sorry if I am sounding stupid just trying to learn and the best way to learn for me is 
to ask questions.

  Not that I am aware of. The Web is a client-server pull system, i.e. the
  client initiates a pull from the server. The web server doesn't push.
