Law enforcement is indeed a problem. Every IAS/IPS officer confronts it at some point of their career. Unfortunately these knowledgeable people do not take part in Assam Net to give us the benefit of a firsthand account. One or two people have however left some accounts in their published life's memoirs. Officers do have recourse to the courts of law and in fact Indian judiciary is unequalled in the matter of protection of fundamental rights. The employees' unions also help. Bhuban
