It goes without saying that a barking dog cannot bite. Going by the reports that appear in the local English daily of Assam, it is meaningless to harbor ideas of fantasy about Assam's own ability to lead the state to a Utopian world, if only Delhi stopped being a barrier.

Here are some headlines:

NE states fail to utilize funds for Central schemes.

Poor performance costs Assam of Rupees 2,227 crore.

No Delhi funds, as proposals from Assam social welfare department.

New Industrial Policy:...... "State didn't have codified industrial policy for 15 years between 1947 to 1982."
