*** It is so, because a system of accountability does not exist.
It does not exist, because the Center, who is in charge of it, has
been unable, or unwilling, or both, to do anything about it.
Just because it is certain Assamese who are guilty of the
dereliction does not mean, in any way, shape or form, that the entire
Assamse people are incapable of rising to the challenge. Proof?
Look at yourselves. Are you endowed with the seeds of a superior gene
pool? Think about it!
It is just that the Indian system rewards the non-performers, and
never supports the performers; in fact works AGAINSt them.

It goes without saying that a barking dog cannot bite. Going by the reports that appear in the local English daily of Assam, it is meaningless to harbor ideas of fantasy about Assam's own ability to lead the state to a Utopian world, if only Delhi stopped being a barrier.
