ASSAM INFRA STRUCTURE
 
One issue which I felt as a genuine need of the Assam is a Railway line connecting the major cities of Assam: Guwahati, Nogong, Jorhat, Xiboxagor, Dibrugarh etc. The British introduced the Railway line in Assan in the 19th century mainly to carry Tea and Timber and thus connecting the major Tea Gardens. etc Since then I don't think any additional Railway lines have been laid by Assam govt.
 
I don't know if the above was ever put in Assam Accord and who advised AASU. Probably not, because I have never heard this. I don't know why the people of Assam donot feel it as a requirement and why they are not asking the local govt to implement?
 
I wonder if there is any NGO in Assam to discuss various issues for welfare of the state (such as the above) other than say AASU. If Assam does not have such organisation, how Assamese people discuss any issue at all? [I simply don't understand why the (say) people of Jorhat or Xiboxagor cannot demand that they need a direct train from Jorhat or Xiboxagor to Guwahati. Looks like in every step Assamese need to be told what they need].
 
The above is just one example. I bet there are many. For active participation in the democratic process, I think peoiple of Assam must organise such NGOs where all major issues may be debated and proposals taken to Assam govt and GOI to implement.
 
I think this is one area, implementation of the grass-root democractic process,  where the NRA can help. People of Assam must have such NGOs so that they can take control of the issues. I believe states like Kerela are very conscious. Frankly speaking in  Assam everything is all : Hobo Diok till now.
