If Kalam saheb said it, it must be gospel! Which means that the parents of all those in positions of power, albeit corrupt, are so because their parents were too, as were their teachers. Or at the very least they did not teach their progeny or their pupils that corruption is bad, that it is a no no and failed in their duties as parents and teachers, letting their wards grow up to be corrupt.
Imagine parents telling their children: Guess what boys/girls? Bahira-haat is OK, as long as you don't get caught. Or the teacher suggesting that corrupt behavior is a figment of people's imagination, that it is everywhere, and it is OK to partake of it, because only a fool will choose to be left out of the game that everyone is playing.
It is akin to ABV proclaiming once that corruption is there because of greed, that people ought not to be greedy. Is that deep stuff or what? Vestiges of a three-and-a-half thousand year ( or was it ten?)old civilization!
Is corruption then a problem of moral character ? Or,is it something to do with the transformation of our system?

What would be the best way to bring down the level of corruption to the minimum,if not completely,in a state like Assam?
