I do know of some internationaly recognized but locally sprung up ones an what they are doing. Here is a World Bank recognised list of six local NGOs doing really good work:
http://econ.worldbank.org/external/default/main?pagePK=64165259&piPK=64165421&menuPK=64166093&theSitePK=469372&entityID=000094946_01021007442861

It is possible for local NGOs to become internationally famous and get money from International funding agencies.

The case in point is very close to Assam - in Bangladesh where lies the biggest NGO in the WORLD -- called BRAC ( http://www.brac.net/ )--which has become a case study for all major universities in th world and very often quoted.

Only yesterday a professor from Toronto was relating its case study. how it started by providing health services of really good level and its reputation spread and it got funds to get into rural girls' education.

As expected and as usual, the number of NGOs in Assam is at the bottom. I
did not see a single effective NGO in the list in Assam. Is it really that
bad in Assam.? There must be some effective kharkhwa NGO. May be all are not
listed. At least to cry Assam needs an NGO. Anyhow, the list gives us a
guide. Gujarat and Karnataka leads the list in India. I think one can make a
straight graph showing the numbers of effective NGOs against economic
development of the states.

Litikai Assam has a long way to go. It is no wnder Assam tails. Looks like
before we educate Assam, we need to educate NRAs the need for such NGOs in
Democracy.

I wish someone would publish a list of NGOs in USA and other countries..

Or shall we say, Hobo Diok.
