Its awful. I wonder why an otherwise activist judiciary in India does not 
encourage liability suits (through prompt and favorable disposals and generous 
awards) in which public officials can be directly held liable and made to pay. 
It won't do to simply hold the GMC or the Assam govt liable - that'll just pass 
on the buck to taxpayers with little consequence for the responsible officials 
- time has to come to think of making public officials pay from their pocket 
(even small amounts) so that they begin to care.

Nearly one year ago,a tragic accident took place in which Ms Upamoni Choudhury 
fell into an open drain in Gandhibasti,which neither had a slab covering it nor 
any rail guard for protection.Her body was found in Paltanbazar the next 
morning.The Govt. had announced an ex-gratia grant of Rs.5000 ( that is what 
the Govt. places price on human lives).

Mr.Phani Sharma,the GMC administrator claimed that he is responsible only for 
cleaning of drains and revenue collection!!!! An analogy can be made with 
tinned-fish manufacturer,who claims that he is responsible only for the CONTENS 
and not for the CONDITION in which the fish reaches the consumer ? Hobo deok.
