I do not agree to that. If that person was really so honest and persecuted by others that he could do nothing but sign that document then he had NO business of being a military general (assuming the a military general signed it).
Weaklings should leave the govt service and start a tea shop or become janitors or whatever - to support their families.

In reality,the picture does not appear to be so simple and straightforward.We must remember that there is a parellel system functioning within the government administrative machinery ( can be called unofficial system).What would have happened to the person ( assuming he is honest), if he had not done it so? He would have become a threat to the " revenue" ( or other goodies) of the unofficial system.He would have been targeted by his peers and in the likely case of his boss being a part of the " cut",he would have gotten transferred to a less priviledged location.All in all,the system makes it both harder and much less attractive for the person to remain honest.
