Umesh,In reality,the picture does not appear to be so simple and straightforward.We must remember that there is a parellel system functioning within the government administrative machinery ( can be called unofficial system).What would have happened to the person ( assuming he is honest), if he had not done it so? He would have become a threat to the " revenue" ( or other goodies) of the unofficial system.He would have been targeted by his peers and in the likely case of his boss being a part of the " cut",he would have gotten transferred to a less priviledged location.All in all,the system makes it both harder and much less attractive for the person to remain honest.KJD_______________________________________________
