The bikini advances the two-piece with the added attraction of an exposed belly button. It is a product of the Nuclear Age, and takes its name from the homeland of 167 grass-skirted Micronesian natives, an obscure part of the world called Bikini Atoll in the Marshall Islands. On June 30, 1946, after the natives are evacuated, Bikini Atoll becomes the site of the fourth atomic bomb explosion on Earth, dropped from a B-29 aircraft over a fleet of 95 ships anchored in the lagoon, including the remains of the Japanese Navy. I think you are perfectly right about female dress sense being not related to their sexual desires.
 
A man might dress to attract attention-wearing shorts or showing off his muscles with sleeveless vests (out of sports complexes etc) - maybe becos he is driven by a sexual desire to attract females - and may want to have a sexual encounter - if he got 'lucky.'
 
On the other hand, females , biologically are built that way. Girls do not wear biknis becos they are hungry for sex --- they might want to have the same effect on men as as atom bomb --(bikni shaped mushroom clouds) ---of making the men go weak in their legs by seeing such beauty-----but not desirous of having men chasing them and impaling them --- to put it bluntly.
 
But I think men in the developing world need to be educated about this -----which they do not see. Punishments are a short term solution. Most of these men -who commit rapes of these females --have never had chances of interacting with women socially. Never studied in coeducational schools - most likely. Even if they did, did not have open discussions or debates --on similarities and differences in feelings of men and women.
