It seems to me that unless one explicitly appeases the minorities and overtly allergic to the majority,one is not 'secular' enough.How did secularism acquire these new dimension? Simple--it became a tool of politics.After all,politics is all about uniting the supporters and dividing the opponents.In Indian politics,uniting minority for votes is' secular' and it is also 'secular' to divide the majority into this or that caste for votes.Consequently,uniting the majority is anti-secular and organising the same is fundamentalist.In contrast,protecting organised minority is a 'secular' duty.Since the minorities are organised,they have become ready-made vote banks.
