I don't see anything wrong in setting up institution to train rural health practitioners in order to serve the rural masses.Perhaps, china's so-called bare-foot doctors would be equivalent to Assam's rural health care providers.In the USA,there are Nurse Practitioners/Physician's assistants,who are allowed to work independently in the remote places  ( physician shortage areas).In Assam,the facilities for the doctors in the rural areas must be upgraded.Mandatory laws must also be introduced for all other professionals,whose services are needed in order to help the rural folks."Daktors" are not sacrificial lambs.As for the non-willingness of doctors to serve in rural places,the CM did say that  the Govt.had introduced stringent clauses in the admission process to address the issue.
