My point is simply about "governance". I did not say anything about
how well or whether that will translate into any meaningful
development or not.

I countered Umesh's point whether "education" has any relationship to
becoming a goo ruler. History tells us no, whether its in India, US or
even in a sovereign Assam.

Now can they learn as they go? I think so. Yes they will troddle
along, but the governed always seek 'stability'. That is why, you saw
many people in Iraq still longing for the days under Sadam. He was a
tyrant, but Iraq had stability. So the new rulers have time to learn
and make many mistakes.

Why, the new independent Assam will be a test case where the new
leaders can hone their skills. Will it be good for Assam? Your guess
is good as any.
