What were the grounds,nay flimsy grounds,on which the ULFA rejected the PM's offer for peace talks? The first was that the letter was not signed by the PM himself.The other significant objection was that it did not categorically mention that the issue of sovereignty would be on the agenda.BTW,the core meaning of sovereignty is supreme authority within a territory.It is not just a matter of mere authority,but of supreme authority.
